It is just a cultural taboo enshrined in legal statutes. The taboo has varied throughout history: 100 years ago we tolerated far less skin than we do today. Neighbor next to me has seen me naked on serveral occations, but since it's not perverted, she has not said nothing. The embarrassment is to the person who is seen if they happen to be aware they were seen. Most people don't look in other peoples windows normally. If you are going to be naked in your own home just make sure you are not close to the window. I saw a very nice looking woman while out for a walk in my neighborhood through her window twice. I also once had a conversation with her when she was outside after seeing her naked. I don't think I should have looked the second time but I did want to see her nude. I don't know if that was okay or if either one of us was guilty of any wrongdoing.
